Each Toole County Commissioner is elected to serve a six year term. Elections are held every two years, ensuring board continuity. Ben Ober represents District One, Allan Underdal represents District Two and Dave Miller represents District Three. Commissioners are elected at large by Toole County voters.

Allan Underdal, Chairman
Allan's grandfather homesteaded in Toole County in 1910, and his parents also farmed/ranched in Toole County. Allan’s father, Melvin, served Toole County as a State Representative to the Montana Legislature from 1975-1984. Allan was born in Conrad, Montana and grew up on a ranch ten miles southeast of Shelby. Allan graduated from Montana State University in 1976 with a Bachelor of Science degree in Agricultural Production-Range Science. Following graduation, Allan continued working on farms/ranches, first in Washington and then on the family ranch near Shelby. Allan and his wife, Diane, have been married for 34 years and have four children and one granddaughter; keeping active during those years in church, community, and family activities. In November of 1992, Allan was elected to the Toole County Commission and has served as Chairman in 1997, 1998, 2003, 2004, 2005 and 2009. Allan has served on the Montana Association of Counties (MACo) Executive Board as Fiscal Officer, MACo Board of Directors as District Chair, Joint Powers Authority Board of Directors (MACo Workers’ Compensation Board) and the Joint Powers Insurance Authority (MACo Property & Casualty Insurance Board). He currently serves on the MACo Tax, Finance, and Budget Committee, National Association of Counties (NACo) Finance and Intergovernmental Affairs Steering Committee, Montana Department of Corrections Advisory Council, Toole County/City of Shelby Prison Advisory Committee, North Central Area Agency on Aging Governing Board, Hi-Line Recovery Board of Directors, Shelby and Kevin/Sunburst Senior Center Boards, Port of Northern Montana (NETA) Board, Marias Medical Center Board, Toole County Health Foundation Board, Marias Heritage Center Condominium Board, Northern Transit Interlocal Board, and serves on or attends several other boards and committees representing Toole County. In Allan’s spare time, he enjoys spending time with his family, watching Mariner baseball or golfing at Marias Valley Golf & CC.

Dave Miller
Dave was born and raised in Northwestern Pennsylvania. He graduated from high school in 1969. Following graduation, Dave enlisted in the U.S. Air Force and served from 1969 through 1973 at Malmstrom A.F.B. in Great Falls, Montana. In 1977, Dave moved to Shelby and went to work for the Toole County Road Department. Dave worked as a Motor grader operator until December 2006. Dave is serving his first term as a Toole County Commissioner. He and his wife, Michele, have five children and ten grandchildren. Dave has served the County for twenty-one years as an E.M.T. with the Toole County Ambulance. In addition, Dave also taught First Aid and C.P.R. classes for twenty years. In Dave's spare time, he enjoys traveling, camping and woodworking.

Ben Ober
Ben was born in Great Falls and raised in Fairfield, Montana. After graduating from Fairfield High School and earning a Bachelor of Science Degree from Northern Montana College in Havre, Ben taught one year in the Glasgow School District. Ben then served two years in the U.S. Army and is a Vietnam Veteran. Following his service to our country, Ben moved to Shelby and taught 29 years in the Shelby School District. Ben served 14 years on the Shelby City Council; he is currently serving his 11th year as a Toole County Commissioner. Ben has also worked as a painting contractor for 36 years. Ben and his wife, Mayme, have one married daughter and a grandson.
